The Federal Highway Administration 23 CFR Part 634 regulation
states that all workers within the right-of-way of
federal-aid highways who are exposed to either
traffic or construction equipment within the work
area shall wear high-visibility safety apparel. This
means apparel that meets the Performance Class 2 or
3 requirements of the ANSI/ISEA 107-2004
publication.

The ANSI/ISEA 1007-2004 requirements for Class 2 and
3 are basically differentiated by the level of
visibility, designated work areas, and speed of
traffic.

Class 2 guidelines:
• Medium level of visibility
• Normally for workers on or near roadways where vehicle and equipment speeds are greater than 25 mph. This is mainly in urban/suburban areas
• Common job functions include road construction; utility and survey crews; and traffic police
• Typically, a shirt or vest is worn to meet Class 2 requirements |

Class 3 guidelines:
• Highest level of visibility
• Normally for workers in high-risk work environments where vehicle speeds are greater than 55 mph and there is a reduced sight distance
• Common job functions include highway workers; road construction; utility and survey crews; and EMS
• Typically, a shirt or jacket including reflective tape on the arms is worn |
